Jim Cook is the Executive Director of the Lowell Development and Financial Corporation (LDFC) and the Executive Director of The Lowell Plan, Inc. He has held both positions since 1990. His responsibilities at the LDFC include the administration of a multi-million dollar quasi-public lending agency that provides low interest incentive financing. He coordinates applications, implements policies, and monitors loan portfolios of Mortgage Assistance, Industrial, Neighborhood Improvement, Renovation and Loan Pool programs. The Lowell Plan is a private nonprofit economic development organization. In his capacity as Executive Director, Jim is responsible for fundraising, initiation and implementation of marketing and development projects, and the support of public activities related to business development. In 1986, Jim was appointed the City of Lowell’s  Assistant Director in the division of planning. He was appointed Director of the Division of Planning and Development in 1986 and was named Assistant City Manager in 1988. Jim is a graduate of Northeastern University.
